You do not need a tool to start multiple Firefox versions.
You can do a custom install and install each version in a different folder.
Be sure not to start each version after the installation finishes, but use the Profile Manager to create a profile for that version. Also make a desktop shortcut to start each version with its own profile.

You can start multiple Firefox versions if you add the "-no-remote" switch to the command line that launches that version. You need a separate profile for each extra instance to do that as only one instance of Firefox can use a profile at the same time.
