when I scroll on a page the actual TAB does not scroll although it used to

This was good because if I need to shut the page I would know which tab to close because I could see it scrolling.

What do you mean, the tab would scroll? The tabs scroll if there are a lot of them and they become crowded, not because you scroll down a page.
