How do I increase the size of a page ie: 100%, 150% 200%

First, try pressing Ctrl-0 (zero). That puts the zoom back to 100%. If you want to zoom more, press Ctrl-+.

How do you make it permanently larger? Everytime I navigate away from a page, it reduces to a smaller text size.

You can use an extension to set a default font size and page zoom on web pages.
