how do you delete the theme

You can change the theme via Tools > Add-ons > Themes

I have Windows 7 and I go in to Control Panel, choose "change theme" and select the theme I want. Then I delete the "unsaved theme" I dislike and empty the recycle bin. Next time I turn on the computer the old theme is BACK!!! It makes me really angry, and I do not think I should have to pay for a fix. Does anyone know what I should do to fix this??
