Scrollbars disappear

I have an internal web app (DMS type app) which opens fine on chrome and IE. but on firefox vertical scrollbars disappear on normal usage... It's an word editor, after I open the editor and type some sentences, vertical scrollbar disappears, if I'm already at the bottom of the page, I cannot click the save button, so I reduce the page zoom to very very small (%30 or less), then I can click the Save button, after that I close the page, reopen, and scrollbar is there. I work in BT department, so it's not a single-computer issue, it's the same with every computer we have in our company (windows xp, 7 32 bit, 64 bit, win 8, linux mint, all the same) In some smaller version firefox installations, it works fine (ie. firefox 29)

I am wondering if this is expected based on the config entries that came up when searching for scrollbar (see attached image)

Yes edit space is an iframe. Those entries in about:config are all default. I also played with layout.scroll.root-frame-containers and no change. Sometimes the scrollbar appears at first then disappears after a few scrolls, and sometimes scrollbars are never displayed even at first opening the page (I mean edit page with iframe).
