Can I restore my bookmarks with a backup .json file?

recently, if i attempt to bookmark a URL, the dialog box to choose which folder to save to no long appears....the bookmark is automatically saved to the last folder used.… (funda kabanzi)
recently, if i attempt to bookmark a URL, the dialog box to choose which folder to save to no long appears....the bookmark is automatically saved to the last folder used. i discovered that i can copy the url, open manage bookmarks, and paste into the desired folder...however.... I would like to change this back to allow me to choose from that dialog box. any assistance is greatly appreciated. thank you

Today, when I went onto Vanguard, at the top of page it said my browser is not supported. However, Firefox says it is "up to date." It had already been changed to 115.24.0esr, as my macbook uses 10.13.6 High Sierra. Firefox says I am good and supported until August 1, 2025, but I am still getting the non-support message on the Vanguard site. Who is right?

I Am not sure if to reinstall because i don't want to lose passwords or setting/history (i don't remember now it should be saved) but usually reinstalling doesn't solve anything for me anyways...
I didn't install any new extensions when it started happening!
It doesn't happen every time so it is hard to troubleshoot, i cannot use browser with safe mode. I might test it couple times.
i been using firefox for awhile if that is prohibited or use another system. that is my question.
