hello crothenb, windows system restore won't restore the file that holds the firefox history unfortunately (it is called places.sqlite). you'd need an existing backup of your firefox profile folder in order to get back this kind of data.
No, you probably can't restore deleted history via a Windows System Restore.
It is usually best to clear the cache via "Tools > Options > Advanced > Network" or use an extension to avoid clearing other data by accident.

You can try if there is a previous version of the places.sqlite file available that stores the history and bookmarks.
