Bookmarks bar is hidden by add-on manager

I followed the advice of one of the answers to [this question] and edited userchrome.css to move my bookmark toolbar above the tab bar.

Now however, opening the add-on manager hides the relocated bookmark toolbar. Seems that because "tabs on top" is set, it hides all other toolbars except the menu bar, presumably going by their default position, without regard to their actual location if it's been changed.

I can put up with this, but it's a bit annoying and inconsistent, and will only be moreso as app tabs become more common. I can see the point of it hiding the nav bar when it's not a normal webpage, but it'd be nice if it respected the changed location of the bookmarks bar. Is there any way to achieve that on my end?
