while browsing the fire fox page is automatically scrolling up and down...it hinders me to view my browser. i reinstalled but the problem still prevails

Every time i open firefox and go to some webpage, after a few seconds that page automatically scrolls up and down as though someone is moving my mouse without my knowledge :-).. sounds wierd, but that seems to be happening. I am not sure if its a browser issue or a windows issue. I use Windows home premium 7.

This really creates more problems for me while typing emails. When i open google mail the browser automatically goes up and down.
