Bookmarks on the Toolbar shows all Folders I have created but when I select "Bookmark this page" some of the Folders are not listed

Bookmarks menu in the toolbar lists all of the folders I have created but when I select "Bookmark this Page" some of the Folders are not listed for me to be able to add the bookmark to!
