on a Mac OS 10.4.11

flower blossoms now decorate the menu and tab bar - on a bold green/yellow back ground. The design makes it difficult to read some of the text. Earlier this week I succeeded in disabling it, but cant find that path again.

I just downloaded the last update and the annoying design returned. Firefox must really like it. I definitely want to remove it!!

That sounds like a persona (light weight theme). You can disable it by switching to the default theme, full details are in the using themes with Firefox article.
