No matter how many times I enable cookies, I still get advisory saying "your cookie function is disabled."

The only time I get this disabled cookies advisory is when I log into my Gmail acct. I then do the obvious, like going to 'tools', 'privacy' then selecting 'customize history' from drop down menu, but this never helps. Somehow, my computer doesn't remember that I have enabled cookies. I have also cleared 'cache' and 'cookies' and checked the Advanced function for blocked sites, but nothing works.
