I recently formatted my PC and I seem to recall that when I move a tab,the other tabs used to shift over as I slide my tab across them. Now, only an arrow and a tab preview shows up and I can't get the other tabs to shift over.

You can drop the tab in a specific position by releasing the mouse button if that arrow is between any two tabs.

Well actually I meant the animation like this: http://www.stephenhorlander.com/images/blog-posts/tab-animation/animation-tab-tear-off.html

I know the link is for firefox 4, but didn't the 3.6.8 used to have that too?

You can detach a tab from the current window and open it in a new window by dragging a tab in the browser window. You can drag that tab back to the tab bar in the original window to undo that detaching.
