Anyway, I did solve the problem. I'm working in Dreamweaver on files originally created in GoLive. The CSS from GL has to be completely expunged from the file or Firefox has this issue (doesn't respond to links). This, even though the problem had no obvious connection to the linked text. Interestingly, images with links worked fine.
</p><p>I spent 45 minutes on the line with Adobe tech support and they didn't catch this. But while talking to them it occurred to me.
