This should disable it permanently:

Type about:config in the address bar > press Enter

- click 'Accept the risk and continue'

- search for dom.ipc.processPriorityManager.backgroundUsesEcoQoS > change the value to false > restart FF

Hey Ed, I did what recommended and it stop Firefox going into Efficiency Mode. But I watched Firefox start eating up memory. After Firefox memory consumption reached 28 Gb the pc locked up. I had three Firefox windows open. One had one tab while minimize , another had three tabs while minimize and the other had four tabs with one open and playing news broadcast not full screen. Any ideas? Thanks, Harry

See what happens after a while in Troubleshoot mode (https://support.mozilla.org/en-US/kb/diagnose-firefox-issues-using-troubleshoot-mode).
