That IP is a router switch IP login not a actual site IP. Are you sure your following your router login instructions.

I know this is a router switch IP for my router, but when I try to get the web page to open it keeps saying it took to long and closes the site. I want to change how long it is set to say it took to long to open. I have tried to get this open at least a dozen times.

How about opening a command prompt and then running ipconfig to verify that is the correct ip for your Default Gateway.
