Remote content "Preferences" bar/button does not appear in Thunderbird 102.4.2

I'm using Thunderbird 102.4.2 (64-bit) on Ubuntu 22.04 Jammy Jellyfish.

Starting a few releases back (I don't know which, since Thunderbird was auto-updating and I've manually updated a few versions since then in an attempt to solve this), the yellow "To protect your privacy, Thunderbird has blocked remote content in this message." bar with the "Preferences" button does not automatically appear when I open an email message.

If I go to View > Message Body As, "Original HTML" is ALREADY CHECKED, but if I select it AGAIN, the yellow message bar and button appears and I can choose to display the remote content.

This happens regularly, even most often, but not always. Especially, if I do it for one message, then opening the next message typically displays the message bar without having to do anything to make it appear.

In Edit > Settings > Privacy & Security > Mail Content, the "Allow remote content in messages" checkbox is UNCHECKED as I would like it to be, because I do not want remote content to be displayed unless I enable it for a specific message by checking the preferences dialog.

From there, when I click the "Exceptions..." button, there are NO SITES LISTED on the "Exceptions - Remote Content" dialog.

When I choose Help > Troubleshoot Mode > Restart, the yellow message bar STILL DOES NOT APPEAR unless I again choose View > Message Body As > Original HTML (which again is already checked but I check it again).

Following is the information from Help > More Troubleshooting Information while in Troubleshooting Mode. I also pressed the "Clear startup cache..." button and restarted, but the problem continued.
