It is the same computer. I changed from Windows Vista to Windows 10 Op System. Do I have access to my previous browsing history from when it was the Windows Vista system? If so, how?

No when you upgrade everything got saved to windows.old and there is no accessing it. Only other way is to revert back and somehow backup the profile to get access to the old saved settings and profiles. Then change back to Windows 10. There is no way to access the windows.old backup other then reversing the change.
