UI controls in Settings are blank

When I go into Settings, the buttons/controls/fields are white/blank and unreadable. See attached screenshot; note the 4 white rectangles in the Language and Appearance section at the bottom, and the 3 white rectangles on the right side of the General section.

If I click on these they still function.

I've tried Troubleshooting Mode and the problem still occurs.

Changing Theme doesn't fix the problem.
