Is there any way to recover data from Program Files and not App Data?

I've lost a ton of my data after copying data over to a new drive and then formatting the old one. Unfortunately, because everything is in the hidden AppData folder, I forgot to make this visible and copy it over. However, I did copy my Program Files folder, so I was wondering if there is anyway to restore data using this folder instead?
There really ought to be a backup in there because people who are less experienced probably don't realise there is a hidden AppData folder.
I managed to restore the data from the hard disk but unfortunately it appears to be corrupt. I have tried the Jefferson Scher tool, sadly it just showed up a bunch of symbols which were question marks inside a diamond so I think that may mean it's corrupt.
I've lost bookmarks and extensions. Two of the extensions were also tools that stored more data (one was a session saver and the other a to do list which had lots of ideas written down). It would be great if I could get any of this back.
I have all of the data that was inside the Program Files, but have lost all of the AppData files.
