Blocking information interpretation under the SHIELD

I am looking at the information displayed under the "shield" icon for teh websites I am using and I am not sure how to read it and understand it.

I am attaching 2 screen captures. Two questions.

1. One of the screen captures shows what I see for the shield under cookies. One of the websites listed there is marked as "blocked". If other listed websites (like the 3rd party one) shown are not identified as Blocked, does that mean that they are not blocked, despite the fact that all cookies have been blocked in CUSTOM?

2. The other screen capture shows a subset of what's allowed under exceptions. The https://connect.xfinity.com website is one of them. Then is this website is an exception, why does teh shield show the cookie for their website as blocked?

Does anyone know how this works? Is this the way it is supposed to work and if so, can someone explain? Thanks.
