Could you check:

(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button accepting the risk.

(2) In the search box in the page, type or paste bookm and pause while the list is filtered

(3) If the browser.toolbars.bookmarks.2h2020 preference is bolded and has a value of false, double-click it to restore the default value of true

Those additional choices for the Bookmarks Toolbar like "Always, never, Only on New Tab" apply to Firefox 84.0 (current Beta/DE) and newer and not to the current release (83) and certainly not to Firefox 78 that you appear to be using according to the System Details list.
