I'm not using Thunderbird anymore (its relationship with my provider is screwed up & seemingly unfixable) but I'm keeping it on my computer for addresses & old emails. But I don't want it to be receiving new emails anymore. Any way to accomplish this?

One way is to open Tools/Options/Advanced/Network & Disk Space/Offline... and set the startup state to manual, offline.

Who is the mail provider that doesn't seem to work?
