"about:sessionrestore" is really convenient for me and I won't go into details for why. I just wanna know how I can make sure Firefox always gives me that tab whenever I boot it up while also giving me the tabs I had last time I turned it off. For the record, I have the Tab Session Manager extension and the latest Firefox version.

You normally get this page when Firefox isn't closed properly. Firefox checks the sessionCheckpoints.json file in the profile folder at startup to check whether Firefox did close properly and that everything was saved to the profile folder.

"sessionstore-final-state-write-complete":true

Replacing sessionCheckpoints.json with a file that only contains "{}" (without the quotes) is sufficient to get the about:sessionrestore page. Do not simply remove this file because that doesn't work (this is seen as a first start of a new profile).

You can use the button on the "Help -> Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page.

I feel like replacing that file wouldn't allow my previous session to be updated and would remain as the same one the day I did that.

You need to replace this file every time you start Firefox and want to see this page. See previousSessionCrashed:
