There's no general.useragent.locale in unbranded firefox. Can't change language!
For some reason in unbranded firefox there's no general.useragent.locale setting in about:config which means it can be used only in english. What can I do with this? Why every other firefox branch can be used with language packs? This has no sense

Download Firefox For All languages And Systems {web link} and get the language you want.
You could try creating it yourself:
(1) Select and copy the preference name (to save on typing):
general.useragent.locale
(2) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button promising to be careful or accepting the risk.
(3) In the search box above the list, type or paste usera and pause while the list is filtered
(4) Right-click a blank area of the page, click New, click String, then paste the preference name and click OK
(5) Enter the desired value and click OK. The preference should appear in the filtered list.
Does that have any effect? After a restart? If not, something in the code probably is overriding it.

The command line switch to start Firefox with a specific locale should still work in all Firefox versions.
