How do I slow down auto-scroll to my reading speed?

Before the recent update to Quantum, on my Lenovo T430 with a USB mouse, I could double-click the scroll wheel, and I could adjust the rolling down speed to match my reading speed. Now I can lock the scroll on the right-side of the window, but I still need to manually roll the wheel to scroll, or drag the mouse, and if I click on the bottom arrow on the right, it moves the screen too fast for me to read. Is this a function of the Firefox browser, and can I enable it again?
