I encounter a lot of bugs where part of a page scrolls, but not other parts.

For example, many sites have animated top bars, which expand as I try to scroll down. Many sites have static side bars, which stand still as I scroll down. Many sites have static background images, which stand still as text moves in front of them. (I use a large browser window, so if the whole page scrolls together, then the sheer effect at the edge is far from what I'm reading, but if only part scrolls, it's often right next to what I'm trying to read.) Google Scholar has many small scrollbars, so one result might scroll 2 mm without the page scrolling at all. Google Maps and many other sites have migraine-inducing zoom if I accidentally mouse over them. (I block Javascript from Google, and block certain html from other sites to protect against this.)
