Hi Jim, what happens when you try to open it? What error do you get?

Windows usually takes its cue about what application to use when opening a file from the file extension. For example, PDF goes to Adobe Reader, DOC goes to Microsoft Word, etc. So this might be a problem of a missing or incorrect file extension.

By default, Windows hides common file extensions when you view a list of files. To ensure that you can assess this kind of issue accurately, I suggest showing all file extensions. This article has the steps: http://windows.microsoft.com/en-us/windows/show-hide-file-name-extensions

Does the file seem to have a logical extension for the type of content it contains?

With program files, security settings and security software may prevent Windows from running them. There also are cases where programs have used the Windows installer several times and it stops working correctly because it has too many queued updates (the kind that require you to shut down and restart Windows to complete).

Can you get support from the site where you got the program?

My main problem is being unable to open any file in DOWNLOADS folder, just put the bookmarks problem as another thing that happened. I know I can't retrieve bookmarks now. But I still can't open any movie file in DOWNLOADS folder,

It just says NOT RESPONDING and I have close the folder. Then it blinks from Classic Shell to the win10 logo, in a few minutes it blinks back to the Classic Shell logo (in the task bar at the bottom of the screen).

Classic shell, I'm not sure what that is. You're getting something like a command window when you try to open a video? That's strange and I would think suspicious.

Normally video files would have extensions like .mp4, .avi, .mov, and would open in a player on your system, not through a command window.

Maybe there is an issue with your downloader or the site where you got the video files? Can you get support from them?
