my WLAN does not provice DHCP., so I have to set the IP adress for my mobile (Alcatel Fire E) manually. I do not find any option for this in the WLAN configuration dialogue. Which is the right place to look at?

I have done so. The network with the SSID given shows up, the password is being accepted. but there is nor connection possible because the device does not know its IP address. You cannot put in in in that dialogue.
