I am finally switching from Windows 2000 to XP and will reformat the HDD. I would like to preserve some cookies and stored passwords in my backup data. How can I do this?

Your bookmarks and all of your Firefox settings (saved passwords, cookie permissions, etc.) are stored in your Firefox profile folder. You should make a copy of that folder.

Backing up your information

Recovering important data from an old profile.

Also, in case there is some problem with importing that data directly, you can export your bookmarks to an HTML file and save that separately. See: Exporting bookmarks to an HTML file | How to | Firefox Help.

Hope this helps.
