Cannot get the Fix "The bookmarks and history system will not be functional" error message to work, Bookmarks empty

Logged on to find this message. Followed "Fix" set as best I could (I am puter dumb) with no joy. "Manage Bookmarks" is completely blank. All wits end, Please HELP!
