Why cant I choose where to save a file EVERY time I download?

Its REALLY annoying that I have to manually go to my downloads every time I download a pdf to move it to the correct folder. Especially when I already have Firefox set to "always ask" when downloading a file. I don't need EVERY thing I download to go to a specific folder. I sort things as I download them. Its just REALLY annoying that Google does this ONE thing so much better and Firefox used to allow me to save things wherever I wanted them every time I downloaded. Super freaking annoying.

There's a combination of settings that's confusing for many: https://support.mozilla.org/en-US/questions/1563690 (specifically with PDFs)
