Why cant I choose where to save a file EVERY time I download?

Its REALLY annoying that I have to manually go to my downloads every time I download a pdf to move it to the correct folder. Especially when I already have Firefox set to "always ask" when downloading a file. I don't need EVERY thing I download to go to a specific folder. I sort things as I download them. Its just REALLY annoying that Google does this ONE thing so much better and Firefox used to allow me to save things wherever I wanted them every time I downloaded. Super freaking annoying.

There's a combination of settings that's confusing for many: https://support.mozilla.org/en-US/questions/1563690 (specifically with PDFs)

Not sure whether the wording or the behavior should be changed, but if you have anything more to add to the previous threads that wasn't mentioned, feel free to add your use case. There's now a bug open: https://bugzilla.mozilla.org/show_bug.cgi?id=2037765
