I am trying to restore bookmarks in Mozilla from a stored bookmark.html file and am unable to do this.

You did choose to restore an HTML backup and not a JSON backup?
Did you try to open the HTML backup in a Firefox tab (e.g. drag the file to an empty tab) to ensure that the file is not corrupted?
