Try to open Settings -> Privacy and Security. There should be Turn on VPN automatically section.

My mistake, I'm using Nightly and it's available for me. According to bug 1993052 you also need to enter about:config in the address bar and switch browser.ipProtection.autoStartEnabled to true.
