In the address bar dropdown menu, how many Recent Searches are displayed?

In the address bar dropdown menu, what determines how many Recent Searches vs. how many of my Shortcuts are displayed? One profile shows 15 Shortcuts & 5 Recent Searches. Another profile shows 19 Shortcuts & 1 Recent Search. Is there a setting that controls this?
