New Tab Groups feature doesn't work, tabs won't combine

Running FF 138 64-bit on Win 10 Home, and tabs won't combine. When I move one tab over another, I get NO GLOWING RING, and the tabs just swap places as I move the first tab over the second one, no matter how slowly I move them. It doesn't work in Vertical Tabs, either.

  1. Go to about:config, then accept the risk and continue
  2. Type in browser.tabs.groups.enable
  3. Double click the bar so that it is set to true
  4. Close firefox and reopen

Thanks. It worked, and I didn't need to restart, after I closed the config tab.

I have the same problem. Tried Mark's solution, but no luck. Still can't combine tabs.

I had the opposite problem, it WAS stacking tabs and this told me how to STOP it. Thanks
