You computer time is set by the OS and your ISP depending on where you location data says your at. If you use Proxy or VPN then it's going to use whatever proxy or VPN uses for the IP to match the time/date. Otherwise if the OS is having issue then you need to contact Windows support to find out what going on with the date/time settings.
