How do I add my  2nd Windows 11 laptop to the device list and then sync everything from the first laptop to the second?

There are 48 responses to Sync between laptops, but nothing happens when I click replies. My connected devices shows one of my Windows 11 laptops, but not the other, and it still shows the Windows 10 desktop which I replaced. How do I add my 2nd Windows 11 laptop to the device list and then sync everything from the first laptop to the second?
