Try disabling Webroot, this may require rebooting in Windows Safe Mode (networking enabled).

Thank you. It still happens in Safe mode It still happens when Webroot is disabled. It happens in all browsers I reinstalled the C++ - this seems hopeful considering it happens across all browers. It still happens, but next full reboot may help since the redistribution reinstallation.
