Sync is for 2 or more devices. https://support.mozilla.org/en-US/kb/sync-custom-preferences If you signed into your account with nothing, then that's what will sync. Do you have your data on another device? The laptop that I'm currently on (HP ZBook 17 G2) can only see other devices or versions of Firefox that are synced to my account. see screenshot

I would download a different version of Firefox, sign into sync and see if your data synced. https://www.mozilla.org/en-US/firefox/all/#product-desktop-release

Did you possibly reset the password of the Sync account because you forgot the password? Resetting the password for the Firefox Account because you do not remember the password will remove all data stored on the Sync server because this password is used to encrypt your data before it is uploaded to the Sync server and only this password or a possible recovery key can decrypt this data.
