Picture-in-Picture Video - Can you make it not snap back below the top of the screen?

I'm trying to watch Amazon Prime video on my PC, but the full screen viewing is pretty bad. (first image attached.)

I'm trying to use the included Picture-in-Picture feature to pop out the video and make it full screen, but after I drag it to my desired location, and release the mouse button, the video shifts down until the top of the popout video window is within the monitor if that makes any sense. I'll include a picture of that as well.

Any way to allow the popout video to sit partially outside the monitor?
