Absolutely no websites seem to ask the user for allowing notifications, nor can i add them to my notification list myself (not a firefox feature). I also have no way to enable Firefox's notifications in Windows 10's action center, for there is no option.

Most times notifications are controlled from within the Windows O/S. So screenshot of where you looking at the notifications at?
