Drag-and-drop address to desktop to create internet shortcut is disabled

The drag-and-drop from address bar to desktop to create a internet shortcut is disabled. I can use about:config and change browser.launcherProcess.enabled to FALSE to fix it but it does not last long. It will go back to TRUE. Is there a way to set it to FALSE permanently?
