When I enter a Password, I'm offered the choice of Save PW, Never Save PW. If I click on Never Save, the next time I enter this password, I must again click on Never Save.

Are you using the preference to "resist fingerprinting"? That causes a variety of problems including window sizing. https://support.mozilla.org/en-US/kb/firefox-protection-against-fingerprinting
