A small dialog should appear. Click Start In Troubleshoot(Safe) Mode (not Refresh). Is the problem still there?

yes every website i open it shows up. is there a setting i enabled or something ?

I don't think that message comes from Firefox, but it might come from one of your add-ons. That is why Fred suggested testing in Troubleshoot Mode where add-ons are disabled to see whether the message goes away.
