Mac - Swapping control and command keys.

I just recently started using mac being a windows user. While I understand this is not really a game breaker, why is Firefox the only program that ignores my preference changes? Going to settings>keyboard>modifier keys> and then swapping ctrl with the command key fixes my desire to have ctrl+ commands work with every single program, except Firefox still uses the command key as its shortcut initiator no matter what I do. I have seen a few posts from at least 3 years ago and as recent as 2020, does Mozilla ever plan to implement a shortcut menu for its users or are we stuck with using 3rd parties to fix this for us? I still use both PC and Mac.
