Cannot set up new 2FA after disabling previous one

I could not log in with previous TOTP any more so I used a backup recovery code to gain access to the account. Disabled non-working TOTP and now I am trying to re-enable 2FA, but every time I successfully go through the process (there is a green bar on top of the screen that says "Two-step authentication enabled"), the end result is that 2FA is still disabled and not required when logging in to the firefox account.

選擇的解決方法

OS time was incorrect. Probably why original TOTP setup did not work. After configuring correct time, 2FA can be set up under Firefox Manage Account interface. But there seems to be issue that account management interface does not detect and / or report if TOTP is incorrect during 2FA setup.
