Firefox 79 scroll microstutter
After updating to FF 79, FF started to microstutter while scrolling webpages.

There were some lines in prefs.js that I've suspected to be the problem, and I deleted them. Now it works smoothly. So it seem to be the problem that something in prefs.js, that worked in 78.0.2, is bugging in 79.0

Just to add, smooth scrolling is on by default.
