Bookmarks gone
I clicked on my Win 7 Mozilla shortcut. A message came up that an upgrade was being installed and the browser would start in a moment. Upon completion a tab was open on Mozilla.org stating all my bookmarks were gone but could be retrieved from my Mozilla account after logging in. 1. Prior to now, I didn't have an account until I created one to ask for help. 2. It was actually a Downgrade for whatever reason. I was running version 73 or higher and now the version with no bookmarks is ver 63ESR.
There is no Old Data folder on my desktop and if I try Restore bookmarks it asks if I want to restore 11 bookmarks. I had well over 100 bookmarks before this disaster.

So you've stated that your current version is Firefox 63 ESR. Have you always run the ESR version of Firefox? If not, it sounds like maybe you were somehow moved to the ESR version. That's not uncommon if the computer you are using is managed by a business.
Based on the information you have provided, it sounds like (somehow) Firefox was downgraded. As Firefox is improved by the developers, sometimes changes are made how Firefox stored your user data. If changes are made, Firefox has code to automatically change your data to the new format.
However, when you downgrade, Firefox doesn't have a way to update your user data to an older format. To prevent your data from getting damaged or erased, Firefox will not load your user data if it has been opened in a newer version of Firefox.
In other words, if you were indeed running Firefox 73 and now have Firefox 63, what you are experiencing is what's supposed to happen. Firefox will create a new blank copy for you to use, that way it doesn't mess up any data already stored on it.
If you do want to run the latest release version of Firefox, instead of the Firefox ESR (which it sounds like you don't want), my recommendation is to uninstall Firefox first. This will remove the ESR version. Then you can download Firefox from the Mozilla website.
Once you've redownloaded Firefox, you should be able to follow the steps on the Recover user data missing after Firefox update page to bring back your previous bookmarks and other data.

There is no 63 ESR version (only 60 ESR, 68 ESR, and the first 78.0.1 ESR version is available).
You can see what version you currently have via "Help -> About Firefox" and also on the "Help -> Troubleshooting Information" (about:support) page.
Note that even with Firefox 73 you were still quite a few version behind on updates.
