I have to close the browser to make it go off. The HD light also stays on when I visit a new Web page. I think it has something to do with the cookies, also.

Cookies are stored on disk, so it seems normal for there to be brief disk access. I don't know why there would be continuous disk access if that's all that's happening.

Visiting a website can trigger a lot of disk activity: Firefox caches files that might be needed again on the next page of the site or a future visit; the site can set cookies or use local storage; Firefox records the URL in history; and I'm sure there are other things that aren't coming to mind. Some sites are very basic and loading and storage are completed in seconds. Others may be continuously active. The amount of writing will vary from one site to the next.

I should note that Firefox also downloads certain data files in the background, such as the lists of bad sites for phishing and malware protection. I don't think those would take more than a few minutes, though.

I can't think of a way to tell the reason for disk activity.

Do you possibly have security software that keeps an handle on some files causing Firefox to take longer to finish updating files in the profile folder ?

Boot the computer in Windows Safe mode with network support to see if that has effect in case security software is causing problems.
